Te Anga Pūkenga | Addiction Intervention Competency Framework (2025) outlines the values, attitudes, knowledge and skills required of the workforce that provides specialist interventions to assist people to make change and reduce harms related to their or someone else’s substance use, and/or to minimise gambling harm.

Te Anga Pūkenga (2025) is based on the 2011 Framework, which describes the scope of practice for addiction intervention in Aotearoa New Zealand. It was designed to apply broadly across a range of practice contexts and to be sufficiently flexible to allow for emerging practice development.

It sets out the baseline values, attitudes, knowledge, and skills relevant to key roles within problem gambling, alcohol and other drug, and smoking cessation intervention.

Te Anga Pūkenga (2025) includes updates to reflect best practice for key populations practising and receiving treatment within the context of Aotearoa New Zealand. This includes refreshed language and terminology. The update introduces a new competency: Working with tāngata whai ora under the care and management of Corrections.

The updates to Te Anga Pūkenga (2025) were informed by consultation with members, including practitioners with specialist knowledge and experience, dapaanz accredited supervisors and educators.

Te Anga Pūkenga (2025) underpins dapaanz registration, accreditation and endorsement processes. All registered, accredited or endorsed members must demonstrate the specific competencies (as outlined within Te Anga Pūkenga) that are relevant to their role.
